As someone who has reviewed the Comptroller’s budget every single year as a legislator, Stephanie knows exactly how that office works and what needs to be improved. She understands the over $100 billion that flows through the office and has the experience to ensure every dollar is accounted for, every payment is made on time, and every taxpayer gets the transparency they deserve.
Stephanie has been a steadfast labor advocate throughout her legislative career, co-sponsoring crucial bills like HB1189 to ensure Illinois workers are not disadvantaged by the use of federal construction funds intended by state or local governments. She understands that protecting workers requires more than just passing laws—it demands rigorous enforcement. As Comptroller, Stephanie will have direct authority to enforce labor standards and prevailing wage requirements with contractors who fail to comply. This powerful oversight tool will help ensure that every tax dollar spent supports fair wages and safe working conditions, turning the Comptroller’s office into a true guardian of workers’ rights.
As a key member of the House budget committees for over a decade, Stephanie has been in the room for major fiscal decisions. She helped lead line-by-line budget reviews that cut wasteful expenditures and identified sources of savings during the lean years. Under her oversight, as part of the bipartisan working group, Illinois as of today has received nine credit upgrades—which brings the state into the A category — from the lowest rating in 2015 under Rauner.
Stephanie has voted against budgets that she felt were unbalanced or out of balance, even when it meant standing up to leadership from both parties. During the brutal budget impasse, she fought to keep essential services funded while demanding fiscal responsibility. She knows that being a fiscal watchdog means sometimes being the person who says “no” to bad deals and backroom spending—and she has proven she will do exactly that for us.
